An attack takes place on Rainbow Bridge in Odaiba, Tokyo by the fighter helicopter `Gray Ghost`. 2 days earlier, the Gray Ghost was stolen. The perpetrators are followers of Yukihito Tsuge. Yukihito Tsuge planned a coup of Tokyo 13 years earlier. The leader of Special Vehicle Section 2, Keiji Gotoda, sets out to stop the terrorists.

For clarity - I watched this via a Malaysian DVD release. The subtitles were absolutely shocking; I'd have understood it better with my eyes closed.
While some visuals do hint at what could have been, the majority of this feature is like a TV production. 'Patlabor' deserves much better than that in live-action form.
The score, however, is worth taking note of.
